First of all, I would like to clarify that form:name is not only used for forms, but also for form controls:

As for HTML: One can see radio button groups as an 1 out of n selection. In that case, it appears to be reasonable that in the name=value pair that is submitted, the "name" is always the same for all radio buttons.

For a unique identification of the control, there is also the xml:id/form:id.
