"The form:name attribute specifies the name of a form or control element. "

So that captures your first point.

I suppose my question is whether we need any note at all? 

Whether the original: "This may be used to give a form or control element an identity, which is important for scripting and for submitting the content of controls." or some variation thereof?

I suppose in the sense that a note is non-normative text I don't suppose it does any harm. 

I will restore the quoted language as a note and see if anyone else objects to it. (And delete the editor's note.)

Control elements already have form:id. See 18.470. Forms should not be addressed by name. Particularly if the names are not required to be unique, as is the case here. We need to distinguish the concepts of display name and identification for referencing/linking/etc. Both are necessary and both merit robust solutions. However, it is unwise to confuse the two in some false sense of economy.
