For <draw:object> we already have the limitation to objects that have an ODF representation for those objects whose XML representation is inline in <draw:object> element.

But you are right. We must not limit <draw:object-ole> to objects that have a binary representation, but must instead say

The <draw:object-ole> element represents objects that do not have an OpenDocument representation.
The xlink:href attribute references a sub stream of the package that contains the object data.
Alternatively, the <draw:object-ole> element contains a <office:binary-data> element which contains the data for the object in BASE64 encoding.
