An auto-mark-file contains a list of terms that have been used to add index marks to an document. That is, it does not have any influence on the current instance on a document, but only provides information that may be useful when updating the index. However, since the auto mark file is not part of the document but stored somewhere on the user's hard drive, it is only useful for the original author of the document.
We may for instance document what OpenOffice.org does, but I would actually suggest that we keep the format implementation defined. Instead, I suggest that we clarify the description of the element itself, so that it gets clearer that an auto mark file is a resource that may influence authoring a document, but the current document instance.
In the context of ODF-Next we may think of defining an auto mark file format, but I would do so as a separate specification rather than including one into the ODF specification.
