I think the question is whether or not the document conforms, not what discretionary behavior of a consumer might be when encountering such a disparity.

If there is a requirement here, I would think that it is on the document, and it is a "must."

Side note: A more interesting case with regard to discretionary behavior has to do with whether or not styles that are not used are preserved.
