I think this is rather indirect: "Michael Action item to clarify whether patterns are definitions or examples."

A better way might be to determine whether or not the datatype from XML Schema Part 2 is intended to be fully normative in terms of what is allowed and what it means, and which version of XML Schema is the intended normative authority.

The answer is that the datatype from XML Schema Part 2 is not intended, then a whole different approach to answering this question is required.

For example, the inexplicable "essentially" is still found in ODF 1.2 Part 1 cd02 sections 16.17.1.3 (dateOrDateTime), 16.17.1.4 (timeOrDateTime).  It is simply stated in 16.17 that the XML Schema data type dateTime is used in the ODF specification.  (There are also references in the specification to data type datetime, but ther is no definition for that spelling.)
