This is Public Comment Registry #17

The discussion of "SHOULD" and "should" and [RFC2119] in this comment applies only to ODF 1.0.

ODF 1.1 and ODF 1.2 use "*should*" (bold-face) and [ISO/IEC DIrectives].  There do continue to be "should" (not bold-face) appearances as well, and it is not clear what their standing is with regard to normative language.
