Let me try to restate the issue:

In prior versions (and the current draft) we *inconsistently* define the rules for referencing styles. In at least one case we mandate that the reference *must* match an existing style. We don't make that requirement elsewhere.

That is the *current* state of affairs. 

My starting point is that we have been inconsistent and that needs to be fixed. 

Second and separable point: If requiring *must* match an existing style would adversely affect existing applications (I don't know if it would or not) then we *might* want to loosen rather than tighten this requirement.

My *personal* opinion is that all references should be required to exist. I also think that all styles should be forced to have unique references (whether those are their names or not depends on how we want to do referencing). 

Both of those would make the current version more restrictive than prior versions have been. That raises questions that need to be explicitly considered when drafting the "next" version of a standard.
