I don't believe there is any statement about SVG needed here, nor is a reference to SVG required.  The definition seems to be fully self-contained.  

 Since the draw-bound namespace is entirely defined by the ODF specification, I think we should leave it at that.  Whether there might be improvement in the definition of draw:enhanced-path is a separate matter.  An EBNF may be quite a bit trickier than the description that is already there.

[PS: I am curious how floating-point numbers may appear, however, since none are shown in exemplary text.  The problem of knowing the drawing-internal coordinate system is one that needs to be addressed elsewhere since it applies to all of these situations.]
