I must agree with Andreas here.

There is apparently a great deal not in evidence on why these functions are here and what the significance of their names are.

Something more direct is required.

First, if these are really to be defined in terms of Unicode to Unicode transformations, I would much rather see tables than conversion rules based on whether or not a code point is an odd or even number.   The only requirement is that a particular Unicode code point (sequence) be translated to another Unicode code point (sequence).  If that is really all that is involved, it would be useful to enumerate what that mapping are in terms of the Unicode code point (sequence), possible with their glyphs and/or Unicode names as well.  (Where the input appears unchanged in the output, one can abbreviate that down to a single entry for a range.)

I somehow suspect that is not the whole story.  (I.e., I am unable to explain the examples from the stated rules.)  

If the translation from Unicode to Unicode is the whole story, then all we need is to specify the translation, make sure all valid Unicode code points are accounted for, along with whatever the rule is when only part of a sequence occurs in the input.  Then a note can be used to refer to the rationale for this function in some non-normative reference.  Trying to explain it in the OpenFormula specification in terms of OpenFormula-external concepts is not helpful.
