1. I note that section 9.2.15 Style subsection of ODF 1.0/IS 26300/ODF 1.1  all have exactly the same language as that being questioned here.  

2. However one resolves the conformance language, I would rewrite the first sentence to read

"The presentation:class-names attribute value consists of a whitespace-separated list of style names with presentation family value."

[3. Is there any doubt that the named styles must actually be defined in a conforming ODF document of any flavor?]
