We do not skip a step here. The given values are indeed attribute names as defined in the host language. In this case the "host language" is a presentation document context. Therefore what we describe here is only valid for smil:attributeName attributes inside a presentation document.
Currently it is true that the can be used in all occurrences as only the office:presentation supports animation in ODF 1.2. So a more precise description could be done in a version where also other applications format supports animation.
