No. All of them (should at least) be references to what is represented by a <table:scenario> element.

Interestingly:

<table:scenario> says: "The table represented by a <table:table> element where this element occurs is known as a scenario table. The name of the scenario is the same as the table where this element appears. "

I am not sure that the first sentence helps. The second sentence I think is saying that the table:name of the parent <table:table> element supplies the name of the scenario. 

As I understand it, there is a <table:table> element that represents a table, followed in document order by another <table:table> element that has a <table:scenario> child element and that is the scenario that is applied to the first <table:table> element. 

Note that to have multiple scenarios (my understanding) there would be one <table:table> element representing a table followed by multiple <table:table> elements all of which had <table:scenario> child elements. 

Not an issue we can solve in ODF 1.2 but relying on document order for this seems fragile to me.
