I do not think that we need to define _the_ default styles for each style family in the ODF specification. This does not make senses, because we would not be successful to find the corresponding attribute values for each attribute in these default styles.
But, we are planning for the next ODF version - see corresponding proposal fount at http://wiki.oasis-open.org/office/Add_default_values - to provide certain default values for certain attributes.

I propose that we should state the following in our ODF specification in chapter "15.3 <style:default-style>" (in ODF 1.2 or in the next version of ODF):
<new statement>
Each ODF document should contain the default styles of the style families for which a common or an automatic style exists in the document.
</new statement>

This JIRA issue's state can be set to resolved, because the editor's note can be removed according to my given arguments.
