The number:truncate-on-overflow attribute specifies if a time or duration value is too large to be displayed using the value range for <number:hours> (0 to 23) whether the time or duration value should be truncated or whether the value range becomes extended.

Better? I'm not sure about the word 'truncated', what it effectively does is applying modulo 24 for <number:hours>. For example, the value for 25 hours with number:truncate-on-overflow="true" (the default) is displayed as 1. On <number:minutes> and <number:seconds> modulo 60 is applied instead. So the complete text probably should be:

The number:truncate-on-overflow attribute specifies if a time or duration value is too large to be displayed using the value range for <number:hours> (0 to 23), or <number:minutes> or <number:seconds> (0 to 59) whether the time or duration value should be truncated (modulo 24 respectively modulo 60 be applied) or whether the value range becomes extended.

This might be needed for understanding, I don't know how to express it properly though: If the <number:time-style> element contains more than just one time style element, for example <number:hours> and <number:minutes>, the value range is extended on the largest unit, here <number:hours>. For example the value for 1501 minutes  would be displayed as 25:01
