Eike needs to confirm this, but my understanding is that the attribute controls truncation only for the "largest" component in the style (that one, for which a value of "1" is the longest period of time). The others are truncated in any case and overflowing values are carried to the next "higher" component.

That means that if the style specifies <number:hours>, <number:minutes> and <number:seconds>, then <number:minutes> and <number:seconds> would display values between 0 and 59 anyway. <number:hours> would display values between 0 and 23 only if number:truncate-on-overflow is "true". If the value of this attribute is false, <number:hours> would display arbitrary values.

Andreas: Turning number:truncate-on-overflow into an attribute of <number:hours>, <number:minutes> and <number:seconds> seems not top be required. You can achieve the same effect by just not providing let's say "<number:hours>".
