I don't see an issue here. 4.5 says:

Functions and operators that receive one or more error values as an input shall produce one of
those input error values as their result, except when the formula or operator is specifically defined
to do otherwise.

In an OpenDocument document, if an error value is the result of a cell computation it shall be
stored as if it was a string. That is, the office:value-type of an error value is string; if the
computed value is stored, it is stored in the attribute office:string-value. Note that this
does not change an error into a string type (since the error will be restored on recalculation); this
simply enables applications which cannot recalculate values to display the error information.

So the example the reporter mentioned, namely LEN(1/0) shall result in an error (unless the definition of LEN says otherwise, which it doesn't.)
