Michael, I am not sure off hand how to word it but the result that is desired is that all pointers to elements in the file be maintained. Note that is *not* the same as preserving the xml:id. It is possible that an application could re-write xml:ids on elements and at the same time update the pointers to those elements to the new value of the xml:ids.
The important point is that metadata will be associated with elements based on the IRIs that are constructed using the xml:ids on elements.
In order to have robust internal and external metadata, there has to be a reliable addressing mechanism for those elements.
Granting that if external metadata points into a file that has been edited, there are no guarantees that the metadata will still be valid. But that is always a danger with external metadata. But if the file is edited and there is metadata in the file, the application should be required to maintain the relationship between the content and the metadata, even if it deletes the content (so long as changes are being tracked). If changes are not being tracked, upon deletion of content, metadata linked to that content should be deleted as well.
