I still don't see how "RIGHTB is intended for use with languages that use the double-byte character set (DBCS)" could be related to UTF-8 (or any other Unicode encoding for that) an implementation uses as internal encoding.

Shouldn't this be more something like "recode the text from the internal encoding to DBCS (but which one?!? there is not a single DBCS encoding), bail out if the text is not representable in DBCS, otherwise let operate RIGHTB on that and return the resulting text converted back to the implementation's encoding"? Which still doesn't answer what should happen if the number passed as 'number-bytes' was odd. Or should that be number of double bytes instead?
