Although I was the public commenter, I am not the person to resolve this issue, since I see what is missing but not what the intentions was.

Someone who knows implementations of this feature should provide the necessary complete information.

This was originally assigned to Michael on the Public Comment registry spreadsheet.  Oliver has offered to break it into parts.
