Michael,

I concur with your observation about D4.4 (although I like what D4.4 says specifically for CONFORMANT spreadsheet documents, which is stricter than the conformant ODF document case).

I also agree that there needs to be a better way to describe what is optional with regard to an optional prefix and also what must be said to ensure that any of the material that is provided when there is no prefix cannot be misinterpreted as having a prefix be present.  I think this practice should be defined in one place (or even as a special type of attribute value) so we don't have to repeat the rule everywhere such an attribute value occurs in the ODF specification.

OMISSIONS

Beside the addition of a modification to 1.4.2.4 Clause (D4.4), I also added modified wordings for 18.5.1 and 18.431 that were not in your list of proposed changes.  

CONCERNS

I will check the definition of namespacedToken from wherever we got it to make sure that it means QName and not PrefixedName.  If it does require PrefixedName, some of our usages are incorrect.
