I have seen reference to open-source library code for ODF (1.1) encryption/decryption that recognizes "SHA1" and "SHA1/1K" as different. I don't recall what was done if the required-attribute has an empty-string value. In any case, we will need to document this as an apparent change/clarification from ODF 1.1, which makes no mention of SHA1/1K.
