1) We should not have the constraint INT(Quart)=Quart since it is misleading. Quart is of type Integer so it has already been converted (truncated) before the function sees it.

2) The testcase with second argument 1.5 is okay since it in fact tests that conversion (truncation) happens and QUART is 1.
