This public comment notes that the cases for X=0 are problematic if the series specified a negative exponent for any term and also if the exponent 0 arises.

The current specification does not require or treat the exponents and the interval as integers.  If non-integral values are permitted, there are additional problematic cases.   

Although 0^0 = 1 is assumed by some practitioners, it is arguable that 0^0 is not mathematically determined.  Since some spreadsheet programs already treat this as an error, it would seem prudent to continue to do so.

Set Target and added to the issue definition.

The definition of this function needs to be revisited and the various cases sharpened.  The absence of constraints is mystifying and there are edge cases that must be addressed.
