David, there is another way of thinking about this:

We could have a collection of types: Basis, DateParam, Number, Text, Error,... but only some types have literals, i.e. 2 is a literal of type Number, "2" is a literal of type Text etc. Some implementations have literals of type Error (Excel, Gnumeric) others do not (OOo). 

Functions are defined in terms of the types. And then there are automatic conversion rules and so literals, say of type 2 can be used to specify certain Basis, or DateParams that have no literals themselves.
