I agree that "if a function requires DateParam, passing it a Basis should result in an error" is not correct. All spreadsheet implementations seem to do automatic conversions and  a basis is converted by them into a DateParam if required. 

On the other hand I don't think that this implies that we need to distinguish between types and pseudotypes. I find that that distinction isn't clear anyways (e.g. logical seems to be of type character in some and pseudotype character in others. I could imagine having an implementation with a true complex type.)
