I'm thinking we need a better term than "Rejected." Or disposition is that no action is to be taken. I would also rather not over-promise what ODF 1.2 or any future version might accomplish. The attributes text:use-index-source-styles, text:use-outline, and text:use-index-marks are indeed independent and can all apply.
