I personally find the mentioned description precise enough. It states that parameters in the range 0x0000 to 0xffff are mandatory, and all others optional. It does not mention whether characters that ate forbidden by XML are permitted by why should it? The description defines the result of a function rather than the content of an XML element. So, why should characters not supported by XML should be forbidden?

Where I agree is that the note is not reasonable. Whether a UNICODE character is encoded as 1 or more bytes to me seems to be an implementation detail.

Regarding Dennis' comments: We have already a unique reference to UNICODE. And as said above, I don't think we need to say anything regarding code points not representable in XML. OpenFormula does not define an XML based file format, so why should any code point that is not permitted in XML be not allowed? Well, maybe we want to say something how deal with that situation, but that at least does not belong into the description of the UNICHAR function.

So, my proposal would be to just delete the note.
