Discussion 2010-03-23:
 There has been change in the text since this issue was raised and that needs to be considered.
 1. Patrick wants to know when an error must be thrown, either all of the time, or for specific functions
 2. Eike observes that some functions are identified as accepting reference lists
 3. Some functions might accept reference lists and it is not so clear
 4. Eike proposes the solution that appears in 3.9 in the latest draft (22a), with the two examples that are there.
 5. Patrick observes that "passing a reference list in these cases shall generate an error" is not precise.
 6. Patrick is going to post something, because we couldn't keep track in the instant-design conversation.
