I don't understand the resolution of ths.  There was clearly an open discussion and it is not clear from the resolution stated in the issue whether this makes any sense at all.

Changing the target appears to suggest that resolution has already been applied in CD01.  

Yet that resolution is contradictory.  3.3.6 says that a Logical value *is* a subtype of Number.

3.5 says that Logical values *can* be represented as a subtype of number in a *note* that references 3.3.6. (*can* is not a statement of permission but a statement of possibility).  

3.3.3 also has a note that says Logical Values *can* be a distinct type from Number, but that doesn't appear to cancel it being a subtype of number.

This appears to be inadequate with regard to ISNUMBER and operations that behave differently for Number and Logical types.
