The question is, when one these attributes is absent, should it be considered true or false. That, what can we expect about auto-growing in that dimension. Considering that it is all SHOULDs, this is probably moot, but I think it is important to know which case is understood whenever the text doesn't fit and one or both of the attributes is not present.
With regard to Thorsten's comment, since it is all SHOULD I don't see how providing more details helps. I think it would be an achievement to make it even implementation-defined instead of implementation-dependent.
If anyone wants to make this behavior implementation-defined, I would support that.
