I don't know that we did deal with extended conforming packages, only extended conforming documents.  

There is a big difference in having extended packages, because if you make an extended conforming docuemnt, and it is allowed to use an extended conforming package, it is not clear that a conforming OpenDocument consumer can even open and inspect the contents of the package, so it is no longer just a matter of eliminating unsupported foreign elements.

So why call such a thing a conforming OpenDocument anything?  I think we have gone too far afield from the provisions for foreign elements, attributes, and values to things that no one can provide any graceful degredation for, even if they wanted to.
