Dennis: Before applying OFFICE-2532 the only difference between a conforming and an extended conforming package was that the extended conforming document may contain additional files in META-INF. So, an implementation that can open conforming packages can also open extended conforming packages.

With the application of the resolution of this issue this changed, since extended conforming packages can support addition compression algorithms. I understand your concern with that. So, if no one objects, the best solution indeed may be permit only DEFLATE.

Regarding extended conforming packages: What is important to me is that implementation can add files to the META-INF folder if they need to do that. I would have no objections, to removing clause (PD1.5) it [a conforming package] shall not contain other files whose relative path begins with  "META-INF/" other than than those listed in (PD1.2) and (PD1.4). and also the extended conforming packages.
