Why aren't you looking at 18.17.7.345 WEEKNUM in IS 29500-1:2008 ?
The difference betwee 11 and 21 is pretty specific there. I suspect there is some legacy consideration around the choice of 11..17.
I didn't check whether there are any approved corrigenda or amendments against this section.
