We need a constraint that DecimalSeparator shall not occur in GroupSeparator. Otherwise 1.000 could be either 1 or 1000 with DecimalSeparator="." and GroupSeparator=".", for example.

Regarding the space character, U+0020 SPACE and U+00A0 NO-BREAK SPACE should be treated equivalent, as many numbers come formatted with NBSP as the group separator but authors would want to input SPACE instead as argument.

I also suggest to rename GroupSeparator to GroupSeparators for clarity.

If we say "skip any characters of GroupSeparators", does  that include leading and trailing GroupSeparators as in ",123" or "123," and multiple GroupSeparators as in "1,,,2", and text like "12,.34" if DecimalSeparator was "."? I'd say GroupSeparators shall be ignored only between digits.

Add that if T can not be parsed into a Number an Error shall be returned.

Not sure about fractions, I tend to not accept them.
