I should make it clear.  The repair where deletion points are already allowed needs to be made.

The problem of deletions that elminate table cells and especially table columns (which are non-contiguous in the ODF table representation) is going to have to be with additional provisions, as will insertions of cells and columns.  What this does to formulas and other cross-referencing to cells is amazing and I agree that is new work that we can't handle at this stage of ODF 1.2 work.

There is a general issue around how insertions and deletions and certain replacements have an impact on related automatic features.  For examples, the changing of list and chapter numbers as the results of insertion and deletion is an interesting challenge for the presentation of a document with change-tracking shown.  

It is particularly challenging to deal with change-tracking when cell interdependencies, including references in formulas, identification of arrays, etc., are involved.  I agree that this is out-of-bounds for ODF 1.2.
