regarding your first comment, item 1: XML DSig allows to sign binary data, and an encrypted stream is binary data. Further, we are defining ODF packages, so we could define how XML DSig references in packages shall behave. 

regarding item 2: I do not understand that comment. What technical concern is it describing?
