4. HOST-AUTOMATIC-FIND-LABELS is not something I understand, but it strikes me from what is said here that this is something only the host can deal with?  I wonder if 4.10.3 is resolver/host behavior and not something an evaluator can reliably do (not sure it has enough information about a sheet and has to make so many enquiries of the host that it might simply be better to let the host do it, and if the host can't, return an unresolved-label error value of some sort.  

I note that there is a presumed resolver function that returns whatever it is references are for further communication in having individual cells and such be accessed, perform further operations on references (e.g., ":" operation), etc.
