Standards can be "descriptive," that is they regularize existing practice to promote interchange (in the case of documents), or they can be "prescriptive," that is they are setting a bar towards which they are trying to push existing practice. Both are legitimate views of standards but the latter imposes a higher cost for conformance since to conform, existing practice has to change.

Note the comment closes with: "...rebase text representation and handling on Unicode."

This isn't simply a question of saying that applications "shall accept Unicode" strings but to answer this comment in the affirmative would require an examination of all functions that accept strings and to evaluate the impact of mandating acceptance of Unicode strings.

One alternative would be to make acceptance of Unicode strings implementation defined so that in a future version, we would know what implementations do in fact when they accept Unicode strings for various functions.
