1. Rename ODF 1.2 part1 something like "Overview and Schema" (better: "Overview and Format").  Add sufficient editorial material to make the separate document with 3-pages of meaningful content unnecessary.

 2. Arrange approval [of OASIS TC Administrtaion] for each of parts 1-3 document to have their own conformance section and preserve the modularity that the division into 3 parts offers [while being processed as a single standard and approved as a package with the 3 documents and supporting materials such as schemas, ontologies, and namespace documents].  [additions made 2010-05-31 for clarity]
