The suggestion is smoother but it excludes the important case that the original statement was attempting to include.  Depending on the formula chosen and on the formula evaluator, the result might not be a Boolean value.   However, non-Boolean values are treated as determining conditions by a variety of conventions (0 false, non-zero true, etc.).  The statement is meant to embrace those cases.  

Try, " ... a new row will be selected only if the condition evaluates to a value interpreted as true."

(Boolean values true is one case, there are others.)

The note at the end of section 19.779.4 is incorrect.  I'll submit a separate issue about that.
