What is described in the second paragraph is a *different* inheritance model than previously described for styles. Here, a style is inherited from parent elements that are not themselves styles but have styles applied to them. Standard style inheritance is from a style's parent and the parent style's parent and so on. It isn't clear from 16.43 that a consumer has to track and apply two distinct inheritance of style chains. My suggestion is that we explicitly say there are two inheritance models on play.
