There are two confusions in here.  In the description, the concern is about numerals that appear in string comparisons, and when numerals should be recognized as such rather than treated as simply alphanumeric characters of the comparison.

The statement about ASCII is really about the fact that the characters recognized as digits (and perhaps as decimal separators) depends on locale.  There are other Unicode characters that stand as digits in numerals beside the 0 .. 9 in the Basic Latin set.  (ASCII should not have been used.  We are talking about Unicode here.)

The business about integer numerals and floating-point numerals (not double, that is internal, not in the syntax) is interesting but raises some other questions too:

Are position separators ("," and SP among the digits) handled.  What about leading signs?   What about floating-point numerals that have exponent notation also?

The basic question is, does the narrative specify the required behavior completely?  I don't know.  This needs to be checked.

Since the digits are a defined Unicode Character Class, it is probably worthwhile to simply recognize all of them and do the right thing, since they are always digits, whether or not they are the locale-specific default characters for digits in the software doing the comparison.
