Word-smithing a little:

"A step count shall not be less than 3."  (or, "A step count shall be greater than 2.")

"Step counts greater than 256 need not be supported.  Treatment of step counts greater than 256 is implementation-dependent."

[I wonder if the boundary is actually 255?]

(The "may be above 256" is tautologous, since it shall be greater than 3 and that includes 256 and greater.)

I would ditch the note.  We have no idea at what level performance degrades, nor do we know what is required to achieve the desired quality of the result.
