I agree.  The English usage is as a composed adjective.  While the practice of using "-" there is not consistently applied in English-language publications and writing, it seems very appropriate in technical language.  Our doing that consistently would also be helpful guidance to translators.  I magine that the equivalent practice in German is to use a composed word with neither spacing nor hyphenation.  

Some examples that illustrate the practice:

"The Snark implementation defines the feature differently than the Boojum implementtion.  Both satisfy the implementation-defined provision applicable to this feature."

"The ODF TC agreed that the feature is implementation-defined rather than implementation-dependent."

"The Snake implementation does not support this implementation-defined feature; the attribute is ignored.  That is, it seems, the Snake definition for that implemention."

"Although the feature is specified to be implementation-defined, the Dragon implementers have treated it as implementation-dependent, failing to document any definition of the Dragon implementation.  There are claims that this is a non-compliant deviation.  In response to a public comment, the ODF TC states that it is satisfied that the provisions of the feature in the ODF specification are clear and have no comment with respect to the conformance of any particular implementation."
