The attribute table:track-changes (with default value "false" starting with ODF 1.0) is used to indicate whether changes were being tracked when the document was produced and whether that is the initial setting for a consumer that supports change tracking.

Although it is clear that the acceptance and rejection of changes and the means by which change tracking is initiated and suspended is a matter for an OpenDocument processor to deal with, it seems strange that the recommendation to show tracked changes is also not an interoperably-defined attribute of the <table:tracked-changes> element.

[Consideration for <text:tracked-changes> will be addressed in a separate issue.]

Removed a note that is inappropriate at the level of this proposed attribute.  Added a provision related to whether or not the new attribute is supported.
