19.470: Style:Condition already has a "is-true-formula(expression)" condition.  We should use the same condition name for Table:condition.  I think the work items are:

- Specify that the namespace prefix applies only to expressions within the condition string and nothing else
   (This may include an syncing up 2.1.1, D.3's use of "formula" instead of "expression" in style:condition and table:condition.
- Agree on default behavior (lack of prefix)
- Add "is-true-formula(expresion)" to Table:condition
