I agree that removing the sentence is not appropriate, but also that it is not correct to say it is incremented.

What about replacing the sentence

The value of the page variable is increased on each page.

with

The calculation of a page variable is controlled by the text:active attribute.

and adding the following sentence to 19.752:

The value of an active page variable is increased on each page.
