We still have to look at these individually, whether there is extended discussion or not.

I, for one, would like to know, for this specific instance, which of the two sentences is the intended one.  If there is any doubt, I would use the second form (not implying that the statement is comprehensive) and allow the details to fall out where the details are treated.  It also avoids a potential contradiction between the introductory material and later details, possibly arising as the result of repairs elsewhere.

While some of these, maybe most of them, may be trivial, I don't think that applies to the present statement.  My recommendation is specific to 14.4.1 (not 14.3.1) but the same kind of thinking may arise in some of the other uses.  

Shall I open a new (sub-)issue with respect to this particular case?
