I had a deeper look into "OFFICE-3312 Public Comment: Proposal to Improve Change Tracking in ODF".
I think we can use it as a starting point to improve ODF's change tracking capabilities in the next version of ODF. 
Taking something from this proposal to solve this issue is in my opinion not applicable without taking the most of the proposal into ODF 1.2

Note: I have the opinion for OFFICE-2621
